This building forms an "L" shape between Science Bldg. 2 and Parking Structure 3. This nine-story, 195,500 sq. ft. building was built by PSU in 1986. Blumel Hall consists of spacious one-bedroom apartments featuring large windows and modern kitchens. Blumel Hall also has a lounge available for students and resident parking (for an extra fee).

This historic building faces east along the southern edge of the Montgomery Building. There are entrances on both the Eleventh and Montgomery sides. On the ground-floor level of the Northeast corner is the Meetro, a University-owned coffee shop. King Albert was built in 1931 and acquired by PSU in 1969.
